MSSI Cluster Model
The Min-O-Qwe-Ke-Ga-Bwe’in Social Services Initiative Cluster Model includes seven (7) member First Nations and the Kenora Chiefs Advisory who participate in a two (2) year pilot project of group delivery and implementation of the full Ontario Works program starting April 1, 2007 and ending March 31, 2009.
In this model, the member First Nations retain their Ontario Works designation and provide both financial and employment assistance services to people in financial need within their communities. In addition, the member First Nations share centralized Ontario Works functions provided through the Kenora Chiefs Advisory, MSSI Centralized Services.
What is Ontario Works
The goal of the Ontario Works program is to help people on social assistance find the best route to employment and financial independence. The program combines financial assistance and employment assistance to help people prepare for a job, find a job and keep a job.
Each member First Nation provides employment assistance activities and services that are culturally appropriate and that can help a person overcome barriers to employment, develop job related skills, find work, training or education, including self employment. The focus is on the participant, to develop the tools they need to move from social assistance to employment and self sufficiency. View the Service Path for Ontario Works participants.
Every person has the right to apply for financial assistance (basic needs and shelter) and have their application processed, reviewed, decision made and communicated concerning his/her eligibility for financial assistance. Eligibility will depend on the applicant’s circumstances including amount of their assets and income.
Once approved the financial assistance amount that the applicant receives from Ontario Works varies depending upon shelter costs, family size, income and willingness to participate in one or more employment activities as a condition of eligibility for financial assistance. Clients may also be eligible for dental coverage, eyeglasses, hearing aids, and community and employment start-up benefits.
If an application for financial assistance is denied, the applicant is advised of the decision and the reason for it in writing. The applicant or participant has a right to appeal any decision made that affects their eligibility for or the amount of their assistance.
